We received an email from the White House asking for our help with regards to a new guidance memo, “Comprehensive Plan for Reforming the Federal Government and Reducing the Federal Civilian Workforce,” (see here) which lays out actions to craft a government-wide reform plan that will chart the course for a less intrusive, leaner, more effective, more accountable government. This plan will be delivered as part of the President’s Fiscal Year 2019 Budget.
To get there, agencies are taking action now, while developing ambitious plans. These actions include achieving near-term workforce reductions and cost savings, planning to maximize employee performance, and creating Agency Reform Plans. While Congress will need to pass legislation to make the biggest changes, Agency Reform Plans must include areas where agencies can take action on their own, while the White House works with Congress.
Moreover, because the federal government is too often siloed with duplicative and overlapping activities across agencies, OMB will develop crosscutting reforms. The White House admits that you, your colleagues, your constituents, and others in your circles likely have important ideas of how to make the federal government work better. They want to make sure your voice is heard and therefore encourage you to contribute your suggestions online. They ask that you also please share this link as widely as you see fit-and on an ongoing basis.
