All of us have come to understand how critical it is for States to rescind all previous Article V applications for a Constitutional Convention. Without the four states which recently passed rescissions: Delaware in 2016, New Mexico, Maryland, and Nevada in 2017, we would be perilously close to an Article V Constitutional Convention with possibly 32 states having passed an Article V for a Balanced Budget Amendment. Now we face the unfathomable challenge of the Convention crowd combining applications from a myriad of issues to reach their goal.

March 27, 2017 was the first hearing in the Nevada Legislature on SJR10 to Rescind all previous applications for Article V Conventions including a BBA. I was asked by the very liberal Democrat Sponsor Senator Segerblom to sit at the table with him and give testimony. Democrat Senator Atkinson on the Committee was so amused by our left-right cooperation that he took our picture to send out on Twitter. The basis of my testimony is in the handout below.

Nevada’s Assembly passed SJR2 the so-called Equal Rights Amendment for final passage today. Of course, it makes no difference that the deadline was in 1982. 27 Democrats plus 1 Republican voted Yes and 14 Republicans voted NO. In the Senate, which passed it first there were 12 Democrats plus 1 Non-Partisan who caucuses with the Dems and one Republican voting Yes and eight Republican voting NO.
