'Bush, Harper, Calderon have punted to line bureaucrats'

An insider who presented a paper at a recent North American Forum meeting in Mexico is concluding that the Security and Prosperity Partnership plan has failed.

"The Security and Prosperity Partnership is dead," reporter John Ibbitson of Canada's Globe and Mail told WND in a telephone interview.

Ibbitson, who was invited to present a paper at the meeting because he is a strong proponent of increased international trade, especially between Canada and the United States, said he believes public exposure has stalled SPP efforts.

Scholars Explain Bush's SPP

Those who seek to understand what's behind the chatter about Bush's Security and Prosperity Partnership (SPP) as a possible prelude to a North American Union (NAU), similar to the European Union (EU), should read the 35-page White Paper published recently by the prestigious Hudson Institute called "Negotiating North America: The Security and Prosperity Partnership." This Washington, DC think tank is blunt and detailed in describing where SPP is heading.

Here's how Hudson defines SPP's goal: "The SPP process is the vehicle for the discussion of future arrangements for economic integration to create a single market for goods and services in North America." In remarks on July 20 to a Freedom 21 conference in Dallas, Texas, conservative leader Phyllis Schlafly declared that the Chinese communists intend to exploit development of a North American Union in order to bring more cheap goods into the U.S. and destroy more American jobs.

Schlafly, president of Eagle Forum, highlighted the role of Democratic Party foreign policy specialist Robert Pastor in the unfolding plan. Pastor helped lead the campaign to surrender U.S. control of the Panama Canal through the Panama Canal Treaty, a development that has taken on added significance in view of the fact that a Chinese firm, Hutchison Whampoa, now controls not only the ports at both ends of the Panama Canal but ports and terminals in Mexico. The company has close ties to the Chinese regime.
